The "Private Pay" Penalty
In Arizona, if you give away assets to qualify for ALTCS, the state applies a "Transfer Penalty." As of late 2025/early 2026, the divisor for this penalty is roughly $8,666. For every $8,666 gifted, you are disqualified from state help for one full month. Planning ahead with LTC insurance avoids this risk entirely.
